Overview

When flash flooding struck the Palace of Westminster in July 2021, the House of Commons Facilities Manager didn’t search for a drainage contractor — he specifically requested us.

That request came off the back of something unusual: LDF engineers were already on site at Newham General Hospital the same day, restoring a closed A&E department after the same storm system swept across London. A No. 10 Downing Street press officer, sent to understand why an NHS emergency department had shut, witnessed our team at work. The briefing he took back reached the Facilities Manager at the House of Commons, and we were asked to attend Parliament that same day.

The Challenge

The final weekend of July 2021 brought some of the most intense rainfall London had seen in years. Parts of the capital recorded a month’s worth of rain in a single day. The London Fire Brigade received over 300 calls in a matter of hours as basements flooded and roads became impassable.

At the Palace of Westminster, a Grade I listed building with a drainage infrastructure spanning Victorian-era engineering and modern retrofits, several rooms had been significantly affected. The building remained occupied throughout, with government staff continuing to operate on site, which meant all works had to be carefully managed around a live, sensitive environment.

The flooding was ongoing for the duration of the project. This wasn’t a single-incident clear-up; it required sustained, methodical response across multiple affected areas while the building continued to function.

Our Approach

LDF deployed a combination of vacuum tanker works and high-suction wet vac machinery — the same two-stage method we used at Newham Hospital that same day, which is our standard approach for large-scale flood response.

In the first phase, our tanker units removed the bulk volume of water from the affected rooms. Once the volume dropped to a level where tanker suction became less effective, we transitioned to wet vac machinery to clear the remaining water thoroughly, including from awkward areas and low-lying spaces.

We’re never constrained by the wrong tool for the job. Tankers move volume fast; wet vacs finish clean. Between them, we can handle flood situations ranging from large commercial basements to heritage rooms with sensitive flooring, as was the case here.

Works ran over the course of a week, coordinating around the building’s ongoing occupation and the continued poor weather. Throughout, the estate was kept operational and no permanent damage resulted from the flooding.

The Outcome

All affected rooms were fully cleared. The Palace of Westminster was restored to normal operation without permanent damage to the building fabric or its historic fabric. The project was completed within a week despite challenging ongoing weather conditions and a live, occupied building.

Critically, LDF handled simultaneous major incidents — Newham General Hospital and the House of Commons — on the same day, with the same core response methodology, demonstrating the logistical capability and engineering resource to deploy across multiple high-stakes sites at once.
